It isn't possible to remove requirement of two-factor authentication (2FA) once disabled, but you can reset it.

If you're required to use 2FA when you log into Sage HR, this is because it has been made mandatory for your login either by Sage, or it's been enabled for your company. Either way, once enabled it isn't possible to disable 2FA requirement.

If you're having issues with 2FA, for example codes aren't working, or you don't have access to authenticate, you can have 2FA reset so you can set it up again.
